This is only option that will work as it installs through the top of bed rails and has vertical uprights so that the BAK cover can fold up. What are you planning on carrying on the rack?

    The BAKFlip MX4 Hard Tonneau Cover, part # BAK48307, is designed to clamp around the bed rails for installation. As long as your 2013 Ford F-150's bed liner leaves enough space under the bed rails for the clamps to work, it will fit. I've linked to a video review of this below. You will see the clamps at the 1:34 mark. As for locking, it doesn't have its own locking feature. However, because it sits inside the bed rails, if you lock your tailgate, it will effectively lock the entire bed.
